From Old blotter system to Incident Record form (IRF): The PNP upgrades for 2015

If you are a victim of crime or felony in the Philippines, it is wise to report the crime or felony with the barangay and police authorities on what happened to you. Thereafter, you must secure a barangay blotter and police blotter or report so that you may use them as evidences.

But this 2015, according to the Secretary of the Interior and Local Government Mar Roxas, a lot of things will be upgraded in the Philippine National Police (PNP). Their campaigned “From Pulis Patola to Pulis Panalo” will be one of the things focused that the PNP and the public can look forward from this year in our country.

Starting by March, the Philippine National Police is set to digitize their crime incident reporting system by reintroducing the incident record form (IRF) in every police precinct in the metro, which was envisioned to replace the old blotter system in capturing data about crime. The IRF will serve as the complainant’s receipt and a reference number will also be provided so victims can track down the progress of their complaints.

Police blotter is a term that is used in police practice and procedures. It refers to a book that records arrests and other facts and events in a police station. In Incident report form, the civil Justice system was amended to reflect a number of changes now known as the Woolf Reforms. As a result It is important that details of any known incidents or injuries that occur to students are recorded. The details of incidents reported will only be used for the purpose stated and will be held confidentially.

The purpose of the incident report is to document the exact details of the occurrence while they are fresh in the minds of those who witnessed the event or incident. This information may be useful in the future when dealing with liability issues stemming from the incident.

So when should you report an incidents? It is extremely important to report incidents right away, no matter how minor it may be. Even if the injury is minor or if there is no initial injury and you feel it is not worth reporting, the incident must be documented. Furthermore, reporting an incident right away will allow for corrective action to be taken sooner, possibly preventing others from becoming injured, and ensure the details are accurate as the event will still be fresh in your mind.

The Incident record form is much better than the old blotter system because it is more convenient to use than the old. In incident report form, you just have to fill up the information needed and provided by the police. By just 1 sheet of paper provided with questions, all the information needed by the police from the incident happened to you will know.

This system upgrade of the Philippine National Police (PNP) is due to the need of consciously, intentionally and sustained approach in fighting crimes every now and then in our country. It’s also for the benefit of the people and to be better nation. They want this year 2015 to be anti-crime and if not, they want everything in order and easier to handle than the recent years so they upgrade a lot of things. While the other works of them are assured by the PNP that they will remain focused on their duty to serve and protect the people.
