(Eagle News)—President Rodrigo Duterte on Sunday, Sept. 15, said he wants to create a body that will monitor all procurement processes in government.
The President said the “office of checks and balances” will be composed of five people he himself will appoint.
He said the five people are “adept sa accounting and of course audit.”
“..Lahat ng purchases ng gobyerno, so malaman ko kung may nabayad, dumating ba o hindi…Para wala nang ghost deliveries, wala nang imbento ng SARO SARO (Special Allotment Release Orders),” he said.
Duterte had said he would end corruption if he was voted as president in the 2016 elections.
Since he became president, he has fired even members of his Cabinet for corruption.
In speeches, he also said he was not a fan of the lowest-bid policy in government, saying suppliers should be chosen not based on the quality of their goods provided and their prices combined instead.
