QUEZON City, Philippines – Incoming presidential spokesperson Atty. Salvador Panelo defends the proposed “constitutional dictatorship” of the Duterte camp, saying that there is a need to give additional constitutional powers to the President without the checks and balances from the other branches of the government. The proposed constitutional dictatorship includes the temporary removal of the powers of the Congress as well as prolonging the term of the President.
