QUEZON CITY – As the summer vacation starts, the Department of Social Welfare and Development (DSWD) reminds families to secure a travel clearance for their children, 17 years old and below, who will be traveling to other countries alone or with companions other than their parents.
The reminder comes in time for the summer vacation when the number of travel clearance issued to minors noticeably increases.
“Most parents working overseas want their children to stay with them during this time, and they are usually accompanied by grandparents or relatives. Hence, they need a travel clearance to ensure their protection,” DSWD Secretary Corazon Juliano-Soliman said.
Last year, the Department issued a total of 11,182 travel clearances nationwide, with the highest number issued during the months of March, April, May and June, coinciding with the summer vacation of students.
For this year alone, a total of 2,760 travel clearances has already been issued, with around half of that issued in March alone.
The issuance of a travel clearance is specified under the Special Protection of Children Against Abuse, Exploitation and Discrimination Act and the Philippine Passport Act of 1996.
“The issuance of a travel clearance is also a measure against trafficking of children and other forms of abuse that the child might encounter while traveling abroad. It is a proof that the travel of the child is legal and is accompanied by authorized persons,” Sec. Soliman emphasized.
The travel clearance shall be issued by the DSWD to a Filipino minor traveling to a foreign country unaccompanied by his/her parents and to an illegitimate child traveling with his/her father. Personal appearance of the minor is not necessary.
DSWD can issue the clearance within the day of the application provided all necessary documents are complied with and the social worker’s assessment is completed.
There is a processing fee of P300 and P600 for certificates valid for one year and two years, respectively.
The application for travel clearance together with the required supporting documents shall be submitted by the parent/s or legal guardian or a duly authorized representative at the nearest DSWD Regional Office.
