QUEZON City, Philippines – Justice Secretary Vitaliano Aguirre said the Department of Justice (DOJ) has the exclusive right to place someone under the witness protection program.
Aguirre issued the statement following a pronouncement from Ombudsman Conchita Carpio Morales that she would block Janet Lim Napoles’ bid to be state witness.
