Customs commissioner Guerrero, four others charged with usurpation of authority

Also face charges for violation of civil service, anti-graft laws

(Eagle News)–Customs commissioner Rey Guerrero and four others are facing charges for usurpation of authority and for  violation of  the Anti-Graft and Corrupt Practices Act and civil service regulations.

The charges were filed by Joana Marie Gonzales of the Transparency in Public Service before the Ombudsman.

In filing the charges, Gonzales questioned Guerrero’s move to have   Teodoro Jumamil act as Guerrero’s chief of staff; Raniel Ramiro as Deputy Commissioner for Intelligence; George Patrick Avila as Risk Management Office chief George; and Donato San Juan as Deputy Commissioner for Internal Administration from November 2018 to May 2019, even in the absence of appointment papers signed by President Rodrigo Duterte.

According to the complainant, their appointments were illegal as the  appointment papers only came out in May 2019.

Guerrero has said he has yet to receive a copy of the complaint.
