Senate to conduct Charter change hearings outside Metro Manila

(Eagle News)– Senate President Pro Tempore Franklin Drilon said the Senate constitutional amendments committee will conduct hearings on Charter change (Cha-cha) in other localities outside Metro Manila.

The Senate committee, which Drilon chairs, plans to hold hearings in Baguio, Cebu and Cagayan de Oro “to get as wide a spectrum as possible of our people’s views.”

The Senate panel held on Thursday its first hearing on proposals to amend some provisions in the 1987 Constitution.

Drilon said there appears to be a major agreement that there is a need to review the Constitution during the first hearing.

“Some quarters are saying we should review its provisions; others are saying we should review the form of government; and others are on the economic provision,” Drilon said.

In the next wave of hearings, the committee will choose the most appropriate mode of amending the charter, either by constitutional convention (con-con) or a constituent assembly (con-ass).

President Rodrigo Duterte earlier said that he prefers a con-ass, saying a con-con would be more costly.
