Sen. Drilon files Transportation Crisis Act 2016 giving President emergency powers

(Eagle News) – Senate President Franklin Drilon has filed the Transportation Crisis Act of 2016 that would give emergency powers to President Rodrigo Duterte to solve the traffic problem in Metro Manila and other key cities.

The proposed law aims to give the Duterte administration a free hand in adopting alternative methods to solve the traffic problem, including the setting up of the needed infrastructure and transportation projects.

If approved into law, the emrgency powers given to the President would only last for two years.

Funds collected from the motor vehicle users’ charge, the Philippine Amusement and Gaming Corporation (PAGCOR) and an annual budget would be used for the establishment of the infrastructure projects that would ease traffic flow.
