Palace: President open to having compromise with House on cash-based budgeting system

(Eagle News)—President Rodrigo Duterte is open to having a compromise with the House of Representatives on the proposal to implement a cash-based budgeting system for next year.

Presidential Spokesperson Harry Roque said as such, the President will meet with Budget Secretary Benjamin Diokno and Finance Secretary Carlos Dominguez III on the issue.

According to Roque, the President’s decision came after he met with Speaker Gloria Macapagal-Arroyo and Majority Leader Rolando Andaya in Malacañang, along with other congressmen.

“(Titignan niya) pupuwedeng makipag-compromise ang kaniyang dalawang Gabinete doon sa mga kongresista,” Roque said in a radio interview.

Under the system espoused by Duterte’s economic managers, agencies  only have one year and three months after the fiscal year to pay for  goods and services.

The House of Representatives had suspended budget briefings indefinitely to protest the system, which congressmen said led to budget cuts.
