NTC confirms MISLATEL Group as country’s 3rd major telco player

(Eagle News) — The Philippine government has confirmed that the telecommunications consortium of Chinese state-owned China Telecommunications Corporation and of Udenna Corporation owned by a Davao-based businessman is the third major player in the country’s telecommunications industry.

The National Telecommunications Commission (NTC) made the announcement on Monday, Nov. 19, after en banc deliberations.

The NTC en banc “confirms the status of NEW MAJOR PLAYER in favor of the Mindanao Islamic Telephone Company, Inc., with Udenna Corporation, Chelsea Logistics Holdings Corp. and China Telecommunications Corporation in accordance with Sec. 7.6 of MC 09-09-2018 and Sec. 9.8 of the ITP (Instructions to Participants).”

The NTC said that the MISLATEL Group as the “New Major Player” has a period of 90 days to submit the required “documents and Performance Security” for the issuance of its Certificate of Public Convenience and Necessity (CPCN).

The NTC then ordered that a copy of the confirmation order be served to the MISLATEL Group.

The New Major Player Selection Committee first submitted its recommendation to the Commission En Banc for the MISLATEL consortium to the be third major telco player in the country on Nov. 16, for having “passed the preliminary and detailed evaluation phases.”

Mislatel Consortium involving businessman Dennis Uy and China Telecommunications Corp. initially proceeded to the selection phase on Nov. 7 after two other bidders were disqualified for not completing the requirements for the process.

Mislatel’s submissions were declared as “complete” and “compliant” qualifying it to proceed to next phase, while the two other groups which submitted bids were disqualified for failure to file the necessary complete documents.

The NTC disqualified Philippine Telegraph and Telephone Corp. (PT&T), and TierOne and the Chavit Singson-led LCS Group of Companies because of their “incomplete and non-compliant submissions.”

The commission also denied their respective appeals or motions for reconsiderations in separate resolutions dated Nov. 12.
