MMDA considers enforcing citizen’s arrest on motorists who will harm traffic enforcers

QUEZON CITY, Philippines (Eagle News) — The Metro Manila Development Authority is considering the implementation of citizens’ arrest during incidents where violators try to harm MMDA enforcers.

“We had a briefing with the legal team (on) what we could do within our law so we can subdue violators that we do not need to get hurt,” he said. “Hindi na ito maganda,” MMDA operations supervisor Bong Nebrija said in a radio interview.

The Legal Affairs Division of the MMDA said that a citizens’ arrest will take effect anytime a civilian tries to harm a traffic constable.

Under the Revised Penal Code, the following are the list of crimes against persons of authority and their agents:
• direct assault
• indirect assault
• resistance and disobedience
• Disobedience to summons of Congress and constitutional commissions.
