House approves draft federal Charter on final reading

(Eagle News) — The House of Representatives on Tuesday, Dec. 11, passed on third and final reading a resolution seeking a revision of the 1987 Constitution to pave the way for a federal form of government.

Over 200, or 224, voted for the passage of Resolution of Both Houses (RBH) No. 15 authored principally by Speaker Gloria Macapagal Arroyo, while 22 voted against it, and three abstained.

Under the draft measure, the President and the Vice President shall each have a four-year term, subject to reelection, and shall be voted in tandem.

The bicameral legislature shall also be retained, with the Senate to be composed of 24 senators, and the House of Representatives with not more than 300 members.

Members of Congress shall have a term of four years, with no limits on re-election.

Under the draft measure, President Rodrigo Duterte, however, is banned from running in the 2022 elections.
