Diskusyon – Possible power crisis in Summer 2015

In the summer of 2015, the country may experience a shortage in the electrical supply due to various scheduled maintenance of different power plants.

According to President Aquino, it is about time that a state of emergency in the power sector be declared to be able to remedy the power crisis. Presently, the Electric Power Industry Reform Act or EPIRA law forbids the government to make transactions regarding power generation.

But Section 71 of the EPIRA allows the President to declare an emergency and ask the House of Representatives and Senate to pass a joint resolution authorizing the President to implement steps to ensure the security of the country’s power supply.

But House Deputy Speaker Henedina Abad disagrees with the proposed giving of emergency power to the President since this reminds the country of its bad experience with the take or pay scheme.
