ASEAN-Russia Transport Ministers issue joint declaration on transport cooperation

(Eagle News) — Transport Ministers of The Association of Southeast Asian Nations (ASEAN) members and of the Russian Federation met in Moscow, Russia for the ASEAN-Russia Transport Ministers’ Meeting on December 9, 2016.

With the theme “Moving Towards a Mutually Beneficial Transport Cooperation,” the meeting takes place in recognition of the important role that transport plays in economic, social and
sustainable development in the Asia-Pacific region.

One of the important highlights of the event is the development of safe, secure and cost-effective international transport routes and  innovative technologies which will increase the turn-over and expand people and trade exchanges.

They also recognized that the safety, security, and efficiency of the transport system, as
well as the application of innovative technologies in the transport sector depends on
professional skills of transport specialists.

The transport ministers also issued a joint declaration where they detailed 12 important points on maintaining and developing transport ties between the ASEAN and the Russian Federation, including economic cooperation in the transport sector.

The 12 undertakings are as follows:

1. To continue the work for establishing more cohesive transport ties between ASEAN and the Russian Federation with a view to strengthening the connectivity, enhancing the integrated transport system and implementing mutually beneficial initiatives in the field of transport, infrastructure and logistics between ASEAN and the Russian Federation;
2. To improve the coordination of transport cooperation between ASEAN and the Russian Federation;
3. To intensify the implementation of measures aimed at establishing effective transport linkages in order to facilitate trade and mobility as well as increase the level of welfare of the population in the ASEAN Member States and the Russian Federation;
4. To support the efforts to diversify transport and logistics supply chains in ASEAN and the Russian Federation to strengthen connectivity and increase efficiency and competitiveness for better economic exchanges and growth;
5. To promote the use of Intelligent Transport Systems and Global Navigation Satellite Systems in establishing reliable, safe and cost-effective transport linkages;
6. To consider the exchange of information on the security of transport infrastructure and vehicles from the acts of unlawful interference to be vitally important;
7. To explore the use of the accident emergency response systems based on Global Navigation Satellite Systems and other applications to save lives and mitigate injuries of road traffic accident victims or casualties and other emergencies on the roads;
8. To explore possibilities for cooperation in joint training of human resources and sharing of best practices in the area of transport;
9. To promote the active involvement of the business community, relevant associations and other stakeholders in the preparation of proposals for the implementation of transport projects based on public-private partnerships;
10. To explore the possibility of cooperation in the realization of the ASEAN Transport Strategic Plan 2016-2025 and the Transport Strategy of the Russian Federation for the period until 2030;
11. To explore the possibilities of using the ASEAN-Russian Federation Dialogue
Partnership Financial Fund for the purpose of achieving the tasks set forth in the present Declaration; and
12. To consider establishing a regular ASEAN – Russia dialogue in the field of transport.

The ASEAN-Russia transport ministers welcomed the synergy of various international formats in making decision on transport development.

MOSCOW JOINT DECLARATION
of the ASEAN-Russia Transport Ministers Meeting
“Moving Towards a Mutually Beneficial Transport Cooperation”

WE, the Transport Ministers of the Member States of the Association of Southeast
Asian Nations (ASEAN) and the Russian Federation, met in Moscow, Russian Federation,
on 9 December 2016 for the ASEAN-Russia Transport Ministers Meeting;

CONVINCED of the important role that transport plays in economic, social and
sustainable development in the Asia-Pacific region;

GUIDED by the provisions of the Agreement between the Governments of the
Member Countries of the ASEAN and the Government of the Russian Federation on
Economic and Development Cooperation of 10 December 2005, Sochi Declaration of the
ASEAN-Russian Federation Commemorative Summit to Mark the 20th Anniversary of
ASEAN-Russian Federation Dialogue Partnership of 20 May 2016, and Comprehensive
Plan of Action to Promote Cooperation between ASEAN and the Russian Federation
2016-2020;

WELCOMING the development of multimodal transport services;

ACKNOWLEDGING that developed transport infrastructure, safe, secure and
cost-effective international transport routes, innovative technologies and regulations would
facilitate movement of goods and passengers which will increase the turn-over and expand
people and trade exchanges;

RECOGNISING that safety, security, and efficiency of the transport system, as
well as the application of innovative technologies in the transport sector depends on
professional skills of transport specialists;

WELCOMING the synergy of various international formats in making decision on
transport development;

HAVING considered all aspects of the transport cooperation development;

Do hereby agreed to undertake the following:

1.
